When the City of Syracuse passed its first comprehensive zoning ordinance in 1922, it set the city on a path to become one of the most highly segregated communities in the United States.
CNY Fair Housing's report "Zoning and Segregation in Syracuse, NY" uses historical documents, modern GIS analysis, and 100 years of Census data to show how Syracuse's municipal zoning ordinance has contributed to racial and economic segregation within the city.
The report also includes a preliminary analysis of the most recent draft of Syracuse's new proposed zoning ordinance—ReZone—and offers policy recommendations to amend the proposed ordinance in order to affirmatively further fair housing in Syracuse.
